Companies developing mobile apps and digital games in Türkiye are in the midst of a significant transformation regarding government support in 2026. Presidential Decree No. 10962, published in the Official Gazette on February 27, 2026, reorganized support for service exports in the information technology, software, mobile app, and digital game sectors. From a consulting perspective, this new system offers a much broader and higher-limit support structure compared to the previous period, particularly for mobile app and game studios seeking to expand into the global market.
The Most Notable Changes in the New System
The most critical innovation of the 2026 incentive system for mobile app developers is the transition to a product-based structure. Now, each mobile app or digital game is evaluated separately, with a maximum of 10 products per year. For companies with multiple apps, this change means a separate support limit for each product. The increases in support categories are also significant: digital product promotion support has been raised to 50 million TL annually, while platform commission support has been increased to up to 20 million TL.
What Types of Support Are Available?
Support for digital product promotion and advertising is among the most commonly used forms of support by mobile app companies. Up to 50% of expenses for digital advertising, promotion, and marketing activities targeting international markets can be supported, up to 15 million TL per app annually and up to 50 million TL per company. This support, which covers a significant portion of user acquisition budgets, provides a critical advantage, particularly for game studios seeking to scale up in the global marketplace.
Platform commission support has also been significantly expanded under the new system. Fifty percent of commissions paid to digital platforms such as the App Store, Google Play, Steam, and similar platforms are reimbursed, up to 4 million TL per app annually and up to 20 million TL per company. To qualify for this support, payments must be made from a bank account in Turkey, and the app must be registered under the company’s name.
Personnel support applies to college graduates hired in the areas of marketing, growth, and business development. Up to half of the gross salary, up to 90,000 TL, is supported for up to 5 employees at a time. Support is provided up to 5 million TL annually for hosting and server costs, up to 2.5 million TL for reporting and database subscriptions, and up to 2.5 million TL for software licenses.
Important Considerations for Applications
Companies wishing to benefit from mobile app incentives must first be established in Turkey as a joint-stock company or a limited liability company. Key requirements include that expenses be directed toward international markets, that the company have an app registered in its name, and that it have no outstanding tax or Social Security Institution (SGK) debts. Clearly documenting the connection between advertising campaigns and the target country, audience, and product is crucial for the application process to proceed smoothly.
For companies developing mobile apps, the 2026 incentive system has become a vital financing tool for competing in the global market. With proper planning, the potential for support exceeds 100 million TL annually. However, since each incentive category has its own specific conditions and documentation requirements, seeking expert consulting support before applying is critical to the success of the process.
